Definitely refuse software written, sold and serviced by the same person. They are 1-man operations and when that person dies, becomes disabled or is forced out of business (which he likely will be with increasing competition), the software becomes worthless and users will have to purchase and learn another program. That's about all you need to know about 'Bill'.
The people selling software called 'The Consignment Shop' advertise their software online as 'The Best Consignment Shop Software Ever'.
